Herman Bulls
is President and CEO of Bulls Capital Partners, LLC a
Fannie Mae (FNM/NYSE) Delegated Underwriting and
Servicing (DUS®) lender offering a full array of
financing solutions to owners of multifamily property.
Background
Herman Bulls is President & CEO of Bulls Capital Partners,
a Fannie Mae DUS® lender. Bulls Capital Partners’ key
capabilities under the DUS® program include small loan
solutions, affordable housing solutions, market-rate
multifamily mortgages, and credit facilities, among
other offerings. Bulls Capital Partners is a joint
venture of Goldman Sachs Commercial Mortgage Capital,
L.P., and Bulls Multifamily, LLC, of which Mr. Bulls is
President & CEO. Mr. Bulls previously ran a successful
DUS lending operation, and in recent years has led the
securitization of tens of thousands of military housing
units as CEO of Public Institutions at Jones Lang
LaSalle, a leading global real estate services firm. The
highly acclaimed Public Institutions specialty focuses
on delivering integrated real estate solutions to
government entities, nonprofit organizations,
transportation facilities, and higher education
institutions, with a focus on student housing.
During over 18 years at
Jones Lang LaSalle Mr. Bulls has worked in the areas of
development, investment management and business
development/retention. He has developed relationships
with many of the firms leading clients, including the
General Services Administration, Department of the Army,
Department of State, University of Pennsylvania, Duke
University, George Washington University, Ohio State
University, Georgia Tech and the Port of Oakland
providing thought leadership and strategic guidance and
direction for real estate issues.
Mr. Bulls completed
almost 12 years of active duty service with the United
States Army. His last active duty assignments were
working in the Office of the Assistant Secretary of the
Army for Financial Management at the Pentagon and as an
Assistant Professor of Economics and Finance at West
Point. He has completed the Army’s Airborne, Ranger and
Command and General Staff College courses and served
overseas in the Republic of Korea. He is a retired
Colonel in the U.S. Army Reserves.
Education
Mr. Bulls received a Bachelor of Science degree in
engineering from the United States Military Academy at
West Point and a MBA in finance from Harvard Business
School.
Boards and Affiliations:
He is a member
of the Executive Leadership Council, an organization of
senior African American business executives from Fortune
500 companies, and is the former Chairman of the Board
of Directors of the Executive Leadership Foundation.
Other activities include membership in Lambda Alpha
International, the West Point Association of Graduates
Board of Directors, the National Association of College
and University Business Officers (NACUBO), Leadership
Washington and the Real Estate Executive Council. He is
a founding member and was the inaugural President of the
African American Real Estate Professionals of
Washington, D.C. He formerly served on the Community &
Friends Board of the John F. Kennedy Center for the
Performing Arts. He is also a member of the Real Estate
Advisory Committee for the New York State Teachers’
Retirement System (NYSTRS), one of the largest pension
funds in the nation. Mr. Bulls is an International
Director of Jones Lang LaSalle. He is also on the Board
of Comfort Systems, USA (NYSE:FIX), where he is a member
of the Compensation and Governance Committees. He is the
immediate past chair of the Fannie Mae National Housing
Advisory Council, a group of national leaders in
finance, development, government and community
organizations, selected by the Fannie Mae CEO to provide
advice on affordable housing.
Herman
was selected as the Minority Executive of the Year by
Commercial Property News for 2007 and was recently given
the 2008 Trail Blazer Award at the Real Estate Global
Diversity Summit for his contributions to commercial
real estate.
