Staff Expands to Meet Growing Demand for Fannie Mae
Multifamily Loans
Vienna, VA September 26,
2006 -- Bulls Capital Partners LLC, a multifamily
financial service provider and Fannie Mae Delegated
Underwriting & Servicing (DUS) lender, today announced two key
executive promotions and the hiring of a seasoned production
professional to keep pace with increasing demand for the
firm’s customer- focused approach to loan underwriting.
• Douglas A. Westfall,
previously head of Bulls Capital Partners Affordable Housing
Division, has assumed the role of Senior Vice President,
Production and will head up the firm’s overall production
efforts.
• Andrew C. Ellis,
previously Vice President of Underwriting and Production, has
assumed the newly created position of Vice President,
Originations and Correspondent Development.
• Alicia A. Cotton, an
experienced Fannie Mae DUS lending professional, has joined
the firm as Senior Production Analyst.

As head of production, Mr.
Westfall is responsible for marketing, origination, and
business development for the entire Bulls Capital Partners
production platform. He has more than 27 years experience in
commercial mortgage finance, specializing in affordable
housing finance for the past 14 years. Prior to joining Bulls
Capital Partners in 2005, he served in key roles at GMAC
Commercial Mortgage's Affordable Housing Division; Freddie
Mac’s Multifamily Affordable Housing Finance unit, where he
managed all multifamily affordable housing debt products; and
Fannie Mae’s Affordable Housing division, where he oversaw all
Southeast multifamily affordable housing lending activities
and was instrumental in the creation of new affordable housing
products.
Mr. Ellis has more than 13
years of real estate finance experience. Prior to joining
Bulls Capital Partners, LLC, he served as Loan Officer at
Meridian Capital Group, LLC. Previously, he was an Underwriter
at AMI Capital/Wachovia Multifamily Capital Markets.
Ms. Cotton joins Bulls
Capital Partners from ARCS Commercial Mortgage Co., L.P.,
where she was responsible for supporting origination efforts
for one of Fannie Mae’s largest DUS lenders. She is a seasoned
professional with more than 10 years experience in real estate
lending.
